Michael Perham, Ph.D.

President
Director, Innovations and External Relations HHMI

Dr. Michael Perham has led the department of Innovation Management at the Howard Hughes Medical Institute's Janelia Research Campus since the beginning of 2016, and has overseen community outreach and alliances since 2017.  He handles technology management, IP protection, and dissemination for Janelia in service of the Open Science initiative and drives engagement with Loudoun County through the Loudoun County Economic Development Advisory Committee, relationships with LCPS, and other initiatives.

Michael is married to an LCPS educator and has a middle schooler and high schooler at LCPS.

Kelly Blanks

Vice President
Director of Client Strategy, Outsourced Chief Marketing Officer 

Kelly Blanks is a strategic growth and marketing leader with a strong record of scaling impact and building meaningful partnerships. Currently serving as Director of Client Strategy at Intentional.ly, she brings deep experience in brand development, business coaching, and nonprofit fundraising.
Kelly has held leadership roles at MAI Capital Management, the Community Foundation for Northern Virginia, and LAWS, where she led multimillion-dollar development efforts and shaped strategic messaging.
A University of Lynchburg graduate and former varsity tennis captain, Kelly also completed executive education in philanthropy at the University of Wisconsin–Madison.
As Vice President of the LEF Board of Trustees, Kelly plays a key role in advancing student success across Loudoun County. Her passion for community, education, and inclusive growth is reflected in her professional and volunteer work.

Carole Adolphe

Treasurer
CFO | Strategic Finance Partner | Operational Leader | Contracts & M&A Expert | STEM Advocate | Vice President, Finance and Contracts Mobius 

Carole Adolphe is a senior finance executive and board leader with a proven record of delivering results through strategic planning, operational excellence, and deep expertise in contracts, mergers and acquisitions, and government contracting.
She currently serves as Vice President of Finance and Contracts at Mobius, with prior leadership roles at Alpha Omega Integration and VISTA Technology Services. Carole brings decades of experience managing global operations, building high-performing teams, and leading through change. She is known for her forward-thinking mindset, financial rigor, and passion for empowering women and girls in STEM.
Carole holds an MBA from the University of Texas, executive certificates from Columbia and Harvard, and a B.S. in Applied Mathematics and Statistics from Stony Brook University. She has served on multiple nonprofit boards, including STEM for Her and George Mason’s Women in Business Initiative.
As Treasurer of the Loudoun Education Foundation, Carole brings unmatched insight and fiscal stewardship to support student success across Loudoun County.

Susan Mitchell 

Secretary

Susan Mitchell is a senior executive and entrepreneur with more than twenty years of experience transforming federal research into real-world solutions. She currently serves as President & CEO of Guardians of Honor, where she oversees multi-million-dollar federal initiatives, and as Founder of Athari BioSciences, a CLIA-certified laboratory advancing diagnostic research, workforce training, and biotechnology innovation.
Susan is recognized for her ability to bridge program administration with scientific advancement, pioneering workforce development strategies that strengthen both public health infrastructure and local economies. She is known for her operational excellence, visionary leadership, and commitment to building opportunity through education and skills-based training.
She holds a B.S. in Mass Communications from Norfolk State University, a Graduate Certificate in Legal Administration from Hampton University, and a Master’s in Executive Leadership from Liberty University. She also serves on multiple regional boards focused on education, workforce, and healthcare.
As Secretary of the Loudoun Education Foundation, Susan leverages her expertise and leadership to drive meaningful investments in educational excellence and student success across Loudoun County.
